The County Council for the second-most visited Hawaiian island approved the first reading of proposed legislation that would gradually phase out thousands of short-term vacation rentals in several apartment-zoned districts. If approved, the phase-outs could happen by 2029 and 2030, reports Kathleen Wong. |
